The opportunity
 
PM&C is actively seeking Aboriginal and Torres Strait Islander professionals to join us in a variety of roles available now and into the future.
This might include working on First Nations matters or a broad range of other policy and programs of national significance, or corporate and governance roles.
Aboriginal and Torres Strait Islander people joining PM&C will be connected and supported by the:
  • Mara Network, where staff support each other, share information and lived experiences, recognise and celebrate Aboriginal and Torres Strait Islander culture, traditions and diversity, and elevate issues impacting Aboriginal and Torres Strait Islander staff.
Indigenous Staff Liaison Officers who will assist you to adjust to PM&C workplace culture and connect you with information to help you to thrive at PM&C.
 
What you’ll be doing
 
Depending on where you’re placed (based on your skills, experience and ambitions), an Executive level 1 or 2 role at PM&C may encompass a range of responsibilities, such as:
  • Leading a team to provide advice to the Prime Minister and the senior executive of PM&C. Support Cabinet and its committees; work with various government agencies on policy development and implementation, and contribute to the Budget process and form relationships with external stakeholders to inform policy advice.
  • Leading projects and reforms. This might include tasks such as project and resource management, crafting consultation papers, or contributing to the development of draft legislation.
  • Research and analysis to provide advice to senior leaders, Ministers and stakeholders on complex matters.
  • Preparation of reports, briefings, Cabinet submissions, speeches, responses to parliamentary questions, and other correspondence.
  • Supervising and coaching team members, including prioritising and delegating work, capability development, and overseeing performance outcomes.
Some immediate and/or expected vacancies to be filled through this recruitment process include:
  • Assistant Directors (EL1) in the Policy, Projects and Taskforce Office, Resilience and Crisis Management Division, First Nations Policy Branch, Quad and AUKUS Policy Branch, Net Zero Economy Agency (NZEA)* and multiple positions throughout International Division.
  • Directors (EL2) in First Nations Policy Branch and International Division.
A range of other opportunities may arise and offered to successful candidates over the next 18 months.
*Currently, as part of PM&C, non-SES NZEA employees are covered by the employment conditions under the PM&C Enterprise Agreement 2024-27. The Agency is expected to transition to being a separate entity in February 2025, the Net Zero Economy Authority. Once established NZEA employees will transfer under Machinery of Government (MoG) changes to the Authority.

Executive Level 1 (EL1)

Key Selection Criteria:

  • Communication and collaboration: You communicate complex issues and information effectively, tailoring your communication to the audience. You are collaborative, delivering work that draws on and reflects a range of diverse perspectives and stakeholder views.
  • Complex Problem Solving: You analyse complex problems, provide strategic analysis and options to navigate through ambiguity. You take a structured approach to analysis, decision-making and negotiation. You can do this under time pressure and meet deadlines.
  • Innovation and risk: You seek out opportunities to innovate and improve efficiency in your work and that of your team. You balance risk with fresh thinking, applying good judgement and a strong understanding of the operating environment, including cultural, social, and political factors.
  • Leadership: You can lead people/small teams and be responsible for one or more work programs, balancing a range of priorities. This might be in a traditional work structure or in other setting such as leading networks, community or working groups. You inspire others to do their best work by providing clear expectations, sense of purpose and promoting a sense of belonging.

Executive Level 2 (EL2)

Key Selection Criteria:

  • Influential communication and collaboration: You brief senior leaders and stakeholders with clear, concise, and persuasive communication. You translate a breadth of complex information and insights into targeted advice, tailored to your audience. You build and sustain collaborative relationships, ensuring your teams work reflects a range of diverse perspectives and stakeholder views.
  • Shapes Strategic Thinking: You have a strong understanding of the operating environment, including cultural, social, and political factors that influence your teams work, and can translate Government and/or organisational priorities into team work plans and goals. You can navigate through complex and ambiguous issues, using good judgement and a structured approach to analysis, decision-making and negotiation.
  • Innovation and risk management: You seek out opportunities to innovate and improve efficiency in your work and that of your team. You balance proactive risk management, legal and policy constraints, with fresh thinking and ideas. You provide impartial and forthright advice, challenge issues constructively and respectfully, and encourage others to do the same.
  • Leadership and Management: You have lead people and teams to manage multiple work programs or projects. As part of this you have experience supervising people and overseeing their performance and work outcomes, sometimes under time constraints and to tight deadlines. This might be in a traditional work structure or in other setting such as community or working groups. You inspire others to do their best work by providing clear expectations, sense of purpose and promoting a sense of belonging.

Flexibility arrangements
 
At PM&C we recognise the benefits of being flexible in how, when and where work is performed. The offices and positions are based on Ngunnawal Country (Canberra, ACT), and flexible work arrangements such as working from home, part time work, variable start and finish times will be considered. When you ask for flexibility, we consider both your circumstances and the requirements of the role, with a focus on how we can make it work
 
Eligibility
  • The filling of this vacancy is intended to constitute an affirmative measure under section 8(1) of the Racial Discrimination Act 1975. This vacancy is only available to Aboriginal and/or Torres Strait people.
  • Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing. At PM&C to be eligible for this position you should be an Australian Citizen at the closing date of application, unless exceptional circumstances apply.
  • The successful candidate must be able to obtain and maintain a security clearance, or hold a current security clearance of an appropriate level.
  • The successful candidate will be assessed through our pre-employment screening checks, such as an Australian Criminal History Check, and will normally be subject to a six-month probation period if new to the APS or has not yet completed their probation period elsewhere in the APS.
