Policy Coordination Manager - DANA - Remote / Work From Home
DANA is the national representative body for a network of advocacy organisations throughout Australia. Its vision is to provide a collective voice on the value of independent advocacy to support and promote the rights of people living with disability. DANA delivers the secretariat function for the NDIA / Disability Representative Carer Organisations (DRCOs) forum, designed as a central hub for overseeing co-design and collaboration for reform within the NDIS, and the National Coordination Function for Disability Representative Organisations.
You will work closely with the DRCOs and the NDIA Executive to identify issues of common importance and facilitating alignment in thinking and facilitate trust-based relationships. You will coordinate these policy positions and manage the overall Secretariat functions. This includes planning the program of engagement and Secretariat operations.
You will engage closely with the NDIA and members of the DRCO forum, collaborate on issues and agenda items, attend and co-facilitate meetings and working groups. With the support of a Policy Officer, you will also take carriage of all contractual reporting requirements and document management. This role will also provide coordination of the National Coordination Function.
This a fully remote role.
You are an experienced manager with exceptional stakeholder engagement skills and credible knowledge the disability sector and the NDIS. You have a collaborative style and understand the principles of co-design to effectively engage with people in the sector, including people with disability. You have professional written communication skills and bring a methodical and organised approach to your work. You are able to manage a small team and engage across the broader team at DANA.

DANA has responsibility for delivering the secretariat function for the NDIA / DRCO (Disability Representative Carer Organisations of which there are 27) forum which is designed as a central hub for overseeing co-design and collaboration for reform within the NDIS.  DANA’s scope of work for this includes:
  • Performing a joint secretariat function for each DRCO Forum
  • Partnering with the NDIA to co-manage agreed Forum work programs, fostering DRCO collaboration, information sharing and peer to peer support
  • Providing dedicated resources to act as conduits between the NDIA and DRCOs
  • Providing dedicated resources to support DRCO Forum Working Groups, or similar, to deliver NDIS reform in line with agreed Forum work programs.

About the Role

Role Purpose
This role is responsible for working with the NDIA and the DRCO forum to identify issues of common importance and assist the DRCOs and the NDIA to engender and deepen relationships of trust.  The role coordinates these policy positions and facilitates regular touch points with stakeholders.  This role manages day-to-day operations of the Secretariat function. This role also manages the other secretariat role of the National Coordination Function.
Success measures for this role include:
  • Level of engagement with the NDIA and DRCO forum including attendance at meetings
  • Stakeholder feedback
  • Compliance with contractual obligations and reporting requirements
  • Contribution to team dynamics

Key Responsibilities & Main Activities 

Planning & Contract Management
  • Develop a detailed understanding of deliverables under the contract with the NDIA to develop a schedule of work to meet contractual commitments
  • Oversee the maintenance a register of DRCO Forum members
  • Develop and maintain DRCO Forum and Working Group risk registers
  • Develop and maintain co-design activity evaluation register, identifying areas of overlap and key gaps and opportunities to refine and improve co-design strategies
  • Attend to all contractual reporting requirements
Stakeholder Engagement
  • Liaise which each member of the DRCO forum to provide support and advice on a range of issues such as policy management, strategic planning, reporting and prioritising areas for sector direction, engagement and issues management
  • Establish strong working relationships with key NDIA business areas and regularly liaise to facilitate engagement with Working Groups to on NDIS reform
  • Provide regular feedback from DRCO to the NDIA to facilitate consideration of the needs of people with disability, their families and carers and community and mainstream stakeholders
  • Create, review and edit DRCO communication and engagement materials for NDIA business areas and DRCO members and networks
  • Work with DANA policy and advocacy staff to draft, review and edit DRCO policy proposals and policy positions, in line with best practice and in accordance with Australia Public Service standards 
DRCO Forums and Working Groups
  • Oversee the preparation for each DRCO forum and working group, including agendas, invitations and accessibility requirements
  • Attend and co-chair each DRCO forum and working group in line with the principles of co-design, collaboration, inclusivity with a focus on reforms being sector-led
  • Make arrangements for the minuting of each DRCO forum and working group and for the distribution of minutes
  • Oversee the development and maintenance of NDIS reform work program (including a record of identified issues, proposed solutions, agreed solutions, and where agreement was not met and why)
Organisational Participation
  • Manage Secretariat staff in accordance with DANA’s policies and procedures.
  • Support the CEO and Director, Policy and Advocacy with NDIS policy and activity
  • Participate in DANA’s planning and professional development activities
  • Comply with DANA policies and procedures
  • Represent DANA in a professional manner at all times, and in accordance with its purpose and values
  • Comply with all WHS requirements, including caring for own health and safety and that of others
  • Provide regular reporting as needed
  • Undertake other duties as directed
Selection Criteria 
  • Commitment to upholding the rights of people with disability
  • Relevant tertiary qualifications
  • Minimum six years’ experience in a similar role
  • Strong understanding of disability issues and the disability sector
  • High level communication, presentation and interpersonal skills including the ability to critically analyse and articulate complex issues
  • Well-developed written communication skills with experience drafting high-level policy positions, stakeholder engagement pieces and reporting
  • Ability to work collaboratively with a range of senior stakeholders
  • An organised and methodical approach to work to ensure contract deliverables are met
  • Experience leading a small team
  • A flexible approach, being prepared to roll your sleeves up in a small team environment
  • Intermediate computer literacy
  • Ability to maintain productivity and motivation in a remote working environment
  • Suitable remote working facilities (ie, working from home)
  • Experience working in peak body or representative organisation
