The Opportunity:

The National Indigenous Australians Agency (NIAA) has an exciting EL2 opportunity within the NSW Grants Management Unit. Please note this position will be based in either Parramatta, Dubbo or Coffs Harbour, NSW.

The GMU provides high quality, professional grants management and administration services to our stakeholders that supports the outcomes of Government and improves the lives of Indigenous Australians. The GMU works with its NIAA internal stakeholders—who are in policy and program areas or engagement roles—to provide professional grant management services for Indigenous Advancement Strategy grants.

The core function of the GMU is to manage grant agreements. This includes;

• drafting agreements

• negotiating and executing grant agreements

• monitoring compliance and performance

• managing risk

• making payments

• analysing financial reports

• acquiting funding.

The GMU Director is a key leadership position and has responsibility for the supervision and development of other staff. You will be expected to lead and supervise a large team that is geographically spread across locations throughout NSW.

You will be responsible for ensuring that the team undertake:

• effective and consistent agreement management

• assessing and managing risk

• liaising with both internal and external stakeholders regularly

• ensuring that contractual issues are appropriately addressed.

You will have a depth of knowledge of the Public Governance, Performance and Accountability Act 2013, financial delegations and how to manage grant agreements.

The Director has delegated authority and responsibility to resolve issues and risk across wide ranging activities. The Director has a critical role in ensuring grant agreements comply with statutory requirements, regulatory frameworks, NIAA policy (eg. risk and assurance) and the relevant Grant Opportunity Guidelines.

The role requires a solid understanding of financial statements and the ability to use online data management systems. You will be expected to assess and resolve complex and sensitive issues that impact programs or agreements and develop creative solutions in partnership with Regional Office engagement teams and relevant program areas.

Our Ideal Candidate:

To fill the role, we are looking for candidates who demonstrate the following competencies:

• ability to manage a large team and ensure agreement management and administration activities comply with relevant legislation, guidance materials and policy frameworks

• ability to provide expert agreement management and administration advice to staff and internal stakeholders across varying levels of complexity, sensitivity and risks

• demonstrated high level analytical, research and problem solving skills, including a solid understanding of financial statements

• ability to engage effectively and proactively with internal and external stakeholders regarding the management of agreements

• ability to provide strategic and technical advice to guide risk assessment and integrity across agreements

• ability to identify emerging opportunities or issues and respond quickly to competing priorities as they emerge

• demonstrated flexibility, good judgement and political nous

• demonstrated proactive leadership across EL1 and all APS levels to provide staff with tools and manage expectations to deliver high quality, client focused outcomes

• willingness and commitment to develop the cultural competency of staff about the diverse cultural backgrounds of all Australians and of Aboriginal and Torres Strait Islander culture and peoples

• ability to effectively supervise staff and constructively manage staff across a dispersed workforce, with a focus on capability development, team building and talent management.
