The Opportunity:

The Commercial and Remote Property team is a strategic and advisory function within the overall branch, responsible for managing the agency’s Commercial and Remote Property portfolio and providing support to other agencies.
 

The Commercial and Remote Property key responsibilities include managing leases, MOUs, and contracts with the whole-of-government property service provider, JLL, as well as coordinating with other agencies on property-related matters such as relocation, fit-outs, and decommissioning.
 

The team provides strategic input on emissions reduction, future-proofing, and location strategy, while the operational team handles day-to-day tasks.
 

APS5 Property Officer 

The APS5 Property Officer within the Commercial and Remote Property team, provides a link between team strategic and operational work, while supporting small projects in the team or, larger Branch projects and initiatives. The role is expected to perform data management, reporting, and administrative tasks for the team. There is a focus on delivering first-level checks and all tasks with limited direction.
 

This role will be expected to:

•  manage effective internal and external relationships, negotiate with stakeholders in more complex matters, and resolve escalated partners issues where appropriate

• undertake reasonably complex procedural, administrative and service-related tasks that support NIAA business activities, including oversight and coordination of a project or function, systems management and program scheduling and coordinating and measuring the activities of a program, project, initiative or specialist task

• provide guidance, coaching and direction to staff on procedural, administrative and service activities

• provide quality assurance of work and the provision of constructive feedback on performance

• apply knowledge, precedent and established legislation, policy and procedures to situations which require interpretation and analysis

• provide functional expertise in a specific area that contributes to team goals, including advice on areas of specialisation involving complex or sensitive matters.

• Create a culturally safe workplace by fostering an environment where the concept of culture and how it influences the workplace and interactions, is understood. 
 

APS6 Senior Property Officer 

The APS6 Senior Officer, Commercial and Remote Property is a member of the Commercial and Remote Property team, with leadership responsibilities. They assist in delivering high quality services related to NIAAs Commercial and Remote Property function.
 

The Senior Officer supports the Assistant Director, assisting with project and contract management, procurement, and stakeholder engagement. The role acts as a bridge between the strategic and operational aspects of the team's work. The role handles data management, administrative tasks, and ensuring the Assistant Director and Director are kept informed on project updates and issues.
 

The Senior Officer works autonomously in the team, while performing under the direction and support of senior staff and proactively shares their expertise and technical knowledge with team members.
 

This role will be responsible for the following functions/duties:

• lead teams to deliver the NIAAs work program within the Agency’s Key Performance Measures and quality indicators

• analyse, integrate and evaluate a range of information and assess the likelihood of impacts and outcomes

• conduct research and analysis on complex matters within area of expertise

• make decisions using good judgement, expertise and knowledge

• Understand and exercise appropriate delegations and ensure decisions are governed by the application of regulations, best practice principles or the NIAA operating instructions and procedures.
 

Our Ideal Candidate

The successful applicant will have a well-rounded knowledge of the application of the Commonwealth Property Management Framework and demonstrated delivery of property related functions in regional and remote Australia. This should include experience on lease acquisition and disposal, capital investment incorporating sound knowledge of physical security and risk management.

We are looking for an experienced and self-motivated property professional who can demonstrate:

• leadership and people management experience, preferably within a government environment

• a commitment to delivering exceptional customer service

• building and maintaining effective working relationships

• well-developed written and oral communication skills

• experience in developing organisational wide frameworks, policies and procedures.
 

You will be calm and confident when negotiating appropriate WHS outcomes with staff and stakeholders, and apply strong analytical and problem solving skills which incorporates situational awareness and takes into account enterprise risks. The ideal candidate will be both autonomous and a team player, contributing toward a positive culture within the Property team.

The ideal candidate will require the ability to demonstrate cultural competency working with Aboriginal and/or Torres Strait Islander staff. · The occupant must be able to obtain and maintain a Baseline Vetting (Protected) level security clearance, or hold a current security clearance of an appropriate level. 

· The successful candidate will be required to be assessed through our pre-employment screening checks, such as an Australian Criminal History Check
